In looking up mistletoe there is no definitive explanation of kissing under the mistletoe. There are many superstitions and customs associated with the mistletoe plant. They come from various groups and countries. I know when I lived in N. Florida that when out hunting and I would see a mistletoe plant high in trees I would use my shotgun and shoot it and some would fall down and we would have it for Christmas.
Other than the superstition/custom it was fun to have it hanging in a convenient place but as far as I know it has no magical properties.
